زیست اخلاق تمدنی در جمهوری اسلامی ایران: چارچوبی مفهومی برای نهادینهسازی اخلاق در سیاستگذاری عمومی

چکیده
پیوند اخلاق با سیاست‌گذاری عمومی، صرفاً به معنای توصیه کارگزاران به فضایل فردی نیست؛ بلکه مستلزم آن است که ارزش‌های اخلاقی در قواعد، رویه‌ها، فرایندهای تصمیم‌گیری و سازوکارهای پاسخگویی نیز بازتاب یابند. مسئله اصلی این مقاله، چگونگی انتقال اخلاق از سطح هنجارهای فردی به سطح نهادی و سپس به چرخه سیاست‌گذاری عمومی در جمهوری اسلامی ایران است. مقاله حاضر با رویکرد کیفی و روش تحلیل اسنادی و مفهومی، مجموعه‌ای هدفمند از منابع اولیه اسلامی، پژوهش‌های فارسی در حوزه مدیریت و حکمرانی و ادبیات بین‌المللی اخلاق و تمامیت در بخش عمومی را بررسی و نسبت میان مفاهیم عدالت، امانت، کرامت انسانی، حق‌گرایی، پاسخگویی، شفافیت و مشارکت را تحلیل می‌کند. بر اساس این تحلیل، «زیست‌اخلاق تمدنی» در این مقاله به‌عنوان یک مفهوم پیشنهادی تعریف می‌شود که اخلاق را نه صرفاً به حوزه زیست‌پزشکی، بلکه به کیفیت زیست جمعی و شیوه تنظیم امور عمومی تسری می‌دهد و میان سه سطح خرد، میانی و کلان ارتباط برقرار می‌کند. در سطح خرد، شایستگی اخلاقی و مسئولیت‌پذیری کنشگران و ارزیابی اخلاقی سیاست‌ها مورد توجه است؛ در سطح میانی، قواعد سازمانی، تعارض منافع، شفافیت و پاسخگویی قرار می‌گیرد؛ و در سطح کلان، اعتماد عمومی، مشارکت و خیر عمومی کانون توجه است. دستاورد اصلی مقاله، ارائه یک چارچوب عملیاتی برای «پیوست اخلاقی سیاست‌ها» و تعیین مجموعه‌ای از پرسش‌ها و شاخص‌های ارزیابی اخلاقی در مراحل تعریف مسئله، طراحی، اجرا و ارزیابی سیاست است. استدلال مقاله آن است که در حکمرانی ارزش‌محور، اخلاق زمانی از سطح شعار فراتر می‌رود که به سازوکارهای نهادی قابل بررسی و ارزیابی ترجمه شود.

Civilizational Bioethics in the Islamic Republic of Iran: A Conceptual Framework for Institutionalizing Ethics in Public Policymaking

چکیده English

The connection between ethics and public policymaking does not simply mean that agents recommend individual virtues; it also requires that ethical values ​​are reflected in rules, procedures, decision-making processes, and accountability mechanisms. The main issue of this article is how ethics are transferred from the level of individual norms to the institutional level and then to the public policy cycle in the Islamic Republic of Iran. The present article, with a qualitative approach and the method of documentary and conceptual analysis, examines a targeted collection of primary Islamic sources, Persian research in the field of management and governance, and international literature on ethics and integrity in the public sector and analyzes the relationship between the concepts of justice, trustworthiness, human dignity, rights-based approach, accountability, transparency, and participation. Based on this analysis, “civilizational bioethics” is defined in this article as a proposed concept that extends ethics not only to the field of biomedicine, but also to the quality of collective life and the way of regulating public affairs, and establishes a connection between the three levels of micro, meso, and macro. At the micro level, the ethical competence and accountability of actors and the ethical evaluation of policies are of interest; at the meso level, organizational rules, conflict of interest, transparency and accountability are of interest; and at the macro level, public trust, participation and the common good are the focus.
