This article deals with a comparative and analytical study of the foreign policy discourses of the Islamic Republic of Iran in the two periods of construction and reform. In this study, structural and strategic developments in Iran's foreign policy have been analyzed based on domestic and international approaches. In the construction period, principles such as economic modernization, maintaining territorial integrity, de-escalation, and normalization of relations with regional and world countries were the main axes of foreign policy. These principles were formulated based on Islamic values and national interests and pursued within the framework of a multilateralism strategy and regional and international cooperation. In the reform period, the focus on political-cultural development, dialogue among civilizations, de-escalation, and improvement of relations with Europe and neighboring countries created changes in the foreign policy discourse. Iran's policies in this period were based on international norms, acceptance of global organizations, and efforts to reduce tensions. In this study, the role of the United Nations, the Non-Aligned Movement, the International Atomic Energy Agency, and relations with regional and world countries have been examined in detail. The results show that Iran's foreign policy has undergone fundamental changes in each period, under the influence of domestic, regional, and global factors, and significant efforts have been made to preserve national interests.
