رویکردی برساخت‌گرایانه به نظریه‌های هویت و مسئله شهروندی در عصر جمهوری اسلامی ایران

چکیده
شهروندی به‌عنوان حق عاملیت مدنی انسان، بنیادی‌ترین مؤلفه معرفتی و روشی حکمرانی در عصر کنونی محسوب می‌شود. به‌نحوی‌که نمی‌توان از مردم‌سالاری بدون ابتنا بر شهروندی سخن گفت. به همین جهت کیفیت شهروندی و تلاش در جهت حمایت و توسعه آن و همچنین افزایش پیوند شهروندان و حکومت یکی از مهم‌ترین ملاک‌ها در ارزیابی کیفیت حکمرانی در کشورها محسوب می‌شود. ناظر به اهمیت مسئله شهروندی در سازوکار حکمرانی عصر مدرن، نوشتار پیش‌رو سعی دارد از منظر برساخت گرایانه به بررسی نسبت نظریه‌های هویتی و مسئله شهروندی در عصر جمهوری اسلامی ایران بپردازد. پیش انگاشت مقاله آن است که امر شهروندی در عصر ج.ا.ا فارغ از نظریه‌های هویتی، معنا و امکان تحقق نخواهند یافت و مسائل و چالش‌های پیش‌روی آن فارغ از مناسبات جریان‌های هویتی قابل شناسایی نیست. نتایج پژوهش نیز بر امر اذعان دارد که مسئله شهروندی و توسعه آن، از یک سو در بستر مناسبات منابع هویتی در ایران نهفته است و از سوی دیگر منوط به بازاندیشی در دو مؤلفه عاملیت و فردیت است و سوم آن که هر یک از نظریه‌های هویت، به تناسب چهارچوب معرفتی خود، قرائت متفاوت را از امر هویت ارائه نموده‌اند و این امر امکان‌های متفاوتی را در نسبت با مسئله شهروندی فراهم می‌نماید. چهارچوب روشی حاکم بر مقاله منبعث از نظریه «ساخت واقعیت اجتماعی» پیتر برگر و تامس لاکمن خواهد بود.

چکیده English

Citizenship, as the right of human civil agency, is considered the most fundamental cognitive component and method of governance in the current period. In such a way that one cannot talk about democracy without considering citizenship. For this reason, the quality of citizenship and efforts to support and develop it, as well as increasing the bond between citizens and the government, are considered one of the most important criteria in evaluating the quality of governance in countries. Looking at the importance of the citizenship issue in the governance mechanism of the modern era, the following article tries to examine the relationship between identity theories and the issue of citizenship in the era of the Islamic Republic of Iran from a Social Constructionist perspective. The assumption of the article is that the issue of citizenship in the age of the Islamic Republic of Iran will not be realized without considering identity theories, meaning and possibility,and the issues and challenges facing it cannot be identified independently of the relations of identity currents. The results of the research also acknowledge that the issue of citizenship and its development, on the one hand, lies in the context of the relations of identity sources in Iran, and on the other hand, it depends on rethinking the two components of agency and individuality, and thirdly, that each of the identity theories According to their epistemological framework, they have presented a different reading of the issue of identity, and this provides different possibilities in relation to the
