چکیده

عدالت و تبیین ابعاد و مؤلفه­های آن، یکی از مفاهیم مهم و چالش برانگیز در همه کشورها به شمار می­رود. اهمیت این موضوع در اقتصاد اسلامی به دلیل نگاه سختگیرانه­تر اسلام به عدالت، بیشتر از سایر مکاتب نمایان می­شود. نظام تأمین اجتماعی به عنوان یکی از ابزارهای بازتوزیع درآمد، نقش مهمی در تحقق عدالت دارد و لیکن علیرغم پیوست کشور ایران به مقاوله­نامه­های بین­المللی و وجود اسناد و قوانین بالادستی متعدد، مطابق سیاست­­های کلی نظام تأمین اجتماعی ابلاغی در اردیبهشت ماه 1401 از جانب مقام معظم رهبری، تدوین الگوی تأمین اجتماعی مطلوب با تأکید بر استقرار نظام چندلایه تأمین اجتماعی، ضروری است. مطالعه حاضر در تلاش است تا برای دسترسی به مطمئن‎ترین توافق گروهی با نمونه­گیری و جمع­آوری نظرات خبرگان در دو دسته حوزه مدیریتی و کارشناس آشنا با مباحث ارزیابی و رتبه­بندی با استفاده از طریق پرسشنامه، به ­کارگیری روش دلفی و استفاده از فرآیند تحلیل سلسله مراتبی (AHP) و روش تحلیل شبکه (ANP) به ارائه مناسب­ترین مدل تأمین­اجتماعی در کشور بپردازد. بر اساس مذاکرات انجام گرفته با خبرگان و توابع ترجیحی به دست آمده در این مطالعه، این نتیجه حاصل شده است که در طراحی مدل تأمین اجتماعی، عدالت اقتصادی از منظر اسلام دارای اولویت اول بوده و بااهمیت­ترین شاخص در بین شاخص­های تعریف شده می­باشد. با توجه به نتایج به دست آمده در این مطالعه پیشنهاد می­شود که اندیشمندان حوزه بیمه و تأمین اجتماعی، به تببین و پیاده­سازی الگوی تکافل مبتنی بر عدالت اقتصادی اسلام در بخش بیمه بپردازند.

چکیده [English]

Equity is one of the most important concepts all over the world. The importance of this issue in Islam is more apparent than other docrines due to Islam's stricter view of justice. The social security system, as and income redistribution tool, plays an important role in realizing justice. However, despite Iran's adherence to international conventions and the existence of numerous upstream documents and laws, according to the general policies of the social security system social welfare announced in Ordibehesht, 1401, it is necessary to develop a desirable social security model with an emphasis on the establishment of a multi-layered social security system. In order to provide the most appropriate social security model, this study tries to reach the most reliable agreement by sampling and collecting the opinions of experts in two categories of managerial fields and experts familiar with the topics of evaluation and ranking, by using Delphi method and aplplying AHP and ANP. Based on the negotiations with the experts and the preferred functions obtained in this study, it has been concluded that in the design of the social security model, economic equity has the first priority from the perspective of Islam and is the most important indicator among the defined indicators. According to the results obtained in this study, it is suggested that the managers in the field of insurance and social security, as well as relevant policymakers, explain and implement the Takaful model based on Islamic economic equity in the insurance sector.
