چکیده

تحقق تمدن نوین اسلامی که ازدیدگاه آیت‌الله خامنه‌ای رهبری انقلاب اسلامی به‌عنوان آرمان جمهوری اسلامی تلقی ‌می‌گردد، از موضوعات مهمی است که محل بحث و نظر است. یکی از موضوعات تمدن نوین اسلامی، الزامات تحقق آن است. در این مقاله تلاش شده به بررسی این سؤال پرداخته شود که الزامات تحقق تمدن نوین اسلامی در بیانیه گام دوم انقلاب اسلامی در حوزه حقوق اجتماعی و سیاسی کدام است؟ مقاله حاضر توصیفی تحلیلی بوده و با استفاده از روش کتابخانه‌ای به بررسی سؤال مورداشاره بپردازد. یافته‌ها بر این امر دلالت دارد که تحقق تمدن نوین اسلامی نیازمند الزاماتی در حیطه حقوق اجتماعی و سیاسی است. توجه به کرامت انسانی، حق آموزش و ترویج علم و دانش‌آموزی، عدالت و عدم تبعیض از مهم‌ترین الزامات حقوق اجتماعی و حق تعیین سرنوشت، تساهل و مدارا با مخالفان، حق برپایی اجتماعات، آزادی بیان و حق امنیت از مهم‌ترین الزامات تحقق تمدن نوین اسلامی در بیانیه گام دوم انقلاب اسلامی در حوزه حقوق سیاسی است. تحقق مؤلفه‌های مورد اشاره اجتماعی و سیاسی به ‌عنوان حقوق افراد، تشکل‌ها و گروه‌ها زمینه‌ساز رشد، تعالی و شکوفایی توانایی‌ها و استعدادهای همگانی در راستای تحقق تمدن نوین اسلامی را فراهم می‌کند.

چکیده [English]

The realization of the new Islamic civilization, which is considered as the ideal of the Islamic Republic from the point of view of Ayatollah Khamenei, the leader of the Islamic Revolution, is one of the important issues that is the subject of discussion and opinion. One of the issues of modern Islamic civilization is the requirements for its realization. In this article, an attempt has been made to investigate the question that what are the requirements for the realization of the new Islamic civilization in the declaration of the second step of the Islamic revolution in the field of social and political rights? The present article is descriptive and analytical and investigates the mentioned question by using the library method. The findings indicate that the realization of modern Islamic civilization requires requirements in the field of social and political rights. Paying attention to human dignity, the right to education and promotion of science and scholarship, justice and non-discrimination are among the most important requirements of social rights and the right to self-determination, tolerance and tolerance with opponents, the right to establish assemblies, freedom of speech and the right to security are among the most important requirements for the realization of modern Islamic civilization. In the statement, the second step of the Islamic revolution is in the field of political rights. The realization of the mentioned social and political components as the rights of individuals, organizations and groups provides the basis for the growth, excellence and flourishing of everyone's abilities .
