چکیده
اجرای برنامه های توسعه یکی از مهم ترین مراحل چرخه سیاستگذاری است. اجراء به این موضوع اساسی می پردازد که اهداف و مقاصد برنامه های دولتی تا چه حد و طی چی فرایندی محقق می شوند. موضوع این مقاله موانع اجرای ماده 22 سیاست های کلی برنامه هفتم توسعه «تقویت رویکرد اقتصاد محور در سیاست خارجی و روابط منطقه ای و جهانی و تقویت پیوندهای اقتصادی با اولویت همسایگان» می باشد. که با استفاده از روش کیفی و کتابخانه ای به بیان شناسایی مهم ترین عوامل بازدارنده اجرای این موضوع پرداخته شده است. که از جمله موانع این ماده می توان به موانع ناشی از مجریان، موانع ساختاری و محیطی، موانع مالی و موانع محیطی و ذی نفعان اشاره کرد. شناخت این عوامل می تواند در جهت اجرای موفقیت آمیز برنامه های توسعه و به ویژه ماده 22 سیاست های کلی مفید واقع شده و به رشد و پیشرفت آن کمک کند.

Implementation of development plans is one of the most important stages of the policy cycle. Implementation deals with the basic issue that the goals and objectives of government programs are realized to what extent and through what process. The subject of this article is the obstacles to the implementation of Article 22 of the general policies of the 7th Development Plan, "Strengthening the economy-oriented approach in foreign policy and regional and global relations and strengthening economic ties with the priority of neighbors". Using a qualitative and library method, the most important factors preventing the implementation of this issue have been identified. Among the obstacles of this article, we can mention the obstacles caused by the executives, structural and environmental obstacles, financial obstacles and environmental obstacles and beneficiaries. Knowing these factors can be useful for the successful implementation of development programs and especially Article 22 of general policies and help in its growth and development.
