چکیده
سیاست خارجی ایران و روسیه در طی دوره های مختلف از فراز و نشیب ها، چالش ها، فرصت ها و اتفاقات متفاوتی گذر کرده است و دستخوش نتایج متفاوتی در هر دوره زمانی بوده است. اما آنچه در سیاست خارجی جمهوری اسلامی ایران بعد از پیروزی انقلاب اسلامی حائز اهمیت میباشد سیاستی است که ایران را نه زیر سلطه غربی‌ها و نه اینکه فرصتی به روسها برای اینکه یک سلطه طلبی جدید در کشور ایران داشته باشند قرار داده است. سیاست اصولی ایران در ارتباط با روسیه و غربی ها در چهار دهه اخیر حفظ شعار نه شرقی و نه غربی می باشد که در قانون اساسی هم از آن به صراحت یاد شده، لذا استقلال کشور اولویت اصلی سیاست خارجی ج.ا.ا می باشد و ایران باید از اقتدار روسیه در جهت پیشبرد اهداف امنیتی- نظامی، اقتصادی و فرهنگی در منطقه بهره جوید. بنابراین ایران مستقل و روسیه مقتدر که می توانند با حفظ و گسترش روابط خود، همکاری‌های قابل توجهی در جهت حفظ منافع داشته، از همه مهمتر دست تمامی کشورهای غربی و اروپایی که قصدی جز سودجویی و بهره مندی از منافع آنها را ندارند را قطع کنند. پژوهش حاضر به دنبال پاسخ به این پرسش است که سیاست خارجی جمهوری اسلامی ایران در چهار دهه اخیر پس از پیروزی انقلاب اسلامی بر چه اصول و بنیادهای استوار بوده و به چه دستاوردها و اهدافی رسیده است؟ یافته‌های این پژوهش نشان از تلاش های هر دو کشور در جهت عادی سازی روابط و گسترش و حفظ منافع و ارتقای جایگاه ایران در منطقه با توجه به سیاست‌های اعمالی در این دهه ها می باشد و از همه مهمتر ترسیم و پیشبرد آینده‌ای که در آن سطح همکاری‌ها به حداکثر رسیده و هر دو کشور در شرایط تحریم بتوانند رشد قابل توجهی در منطقه داشته و هدفی جز ایمن‌سازی منطقه نداشته باشند.

The foreign policy of Iran and Russia has gone through different ups and downs, challenges, opportunities and events during different periods and has undergone different results in each period of time. But what is important in the foreign policy of the Islamic Republic of Iran after the victory of the Islamic Revolution is a policy that has placed Iran neither under Western domination nor an opportunity for the Russians to have a new hegemony in Iran. Iran's principled policy in relation to Russia and the West in the last four decades is to maintain the slogan of neither East nor West, which is also explicitly mentioned in the constitution, so the country's independence is the main priority of the foreign policy of the Islamic Republic of Iran. Iran must use Russia's authority to advance its security-military, economic and cultural goals in the region. Therefore, an independent Iran and a powerful Russia, which can maintain significant relations and maintain significant cooperation by maintaining their relations, cut off, most importantly, all Western and European countries that have no intention other than to profit and benefit from their interests. The present study seeks to answer the question that on what principles and foundations has the foreign policy of the Islamic Republic of Iran been based on the last four decades after the victory of the Islamic Revolution and what achievements and goals has it achieved? The findings of this study show the efforts of both countries to normalize relations and expand and maintain interests and promote Iran's position in the region according to the policies implemented in these decades and most importantly to map and advance the future at which the level of cooperation It has reached its maximum and both countries can have significant growth in the region in the face of sanctions and have no goal other than securing the region.
